Balkan Science and Education Centre of Ecology and Environment

Balkan Science and Education Centre of Ecology and Environment (BSECEE)


BSECEE is a nongovernmental and nonprofit able organization established as a proposal of and works with leading scientists in ecology and environmental protection from Balkan countries. The BSECEE main target is alleviation of the country and Balkan Peninsula environmental problems by consolidation of scientist’s efforts from all Balkan countries.


Scientists, MSc and PhD from University of Forestry, University of Chemical Technology and Metallurgy, Mining and Geology University, Bulgarian Science Academy, students in ecology and environmental protection from same Universities are the main contributors in the centre activities.


The BSECEE have been established of fruitful co-operation with private and state consulting companies in this area. BSECEE works in close collaboration with many governmental and nongovernmental organisations dealing with the same problems all over the world.

Bulgarian Chamber of Chemical Industry (BCCI)

Bulgarian Chamber of Chemical Industry (BCCI) is a nongovernmental organization representing Bulgarian chemical industry. It has been established in 1995, currently has over 60 members and is an associated member of the European Chemical Industry Council (CEFIC). The main objective of the chamber is to assist its members in meeting the requirements of relevant national legislation and to facilitate dialogue between industry and competent authorities.


The BCCI participates in discussions on development of the Bulgarian Chemical industry, and assists governmental authorities in its work related to the elaboration of environmental legislation and occupational health and safety.


The BCCI carries out many activities regarding the implementation of voluntary initiatives of the European Chemical Industries Council “Responsible Care (RC)”, “Industrial Emergency Response System (IERS)”, “Safety and Quality Assessment System (SQAS)” for chemical substances.

Major objectives and purpose of Department “Operative Control and Management of Hazardous Chemical Substances” are:


• Design projects of norm acts for hazardous chemical substances;

• Register notify hazardous chemical substances;

• Assessment of risk of notify hazardous chemical substances;

• Preparing of documents for permission importing and exporting hazardous chemical substances;

• Organize and support registers and data base connecting execution of procedures in the field of hazardous chemical substances;

• Preparing documents and coordinating to other authority departments to permit license preventing major accidents with hazardous chemical substances;

• Preparation and coordinate with other authorities SEVESO II documentation

• Applying of Stockholm convention for Persistent organic pollutants, Rotterdam convention for international trade of some hazardous substances and pesticides, and convention for transboundary impact of industrial accidents.
